FAO Adds Free Risk-Assessment Course to Its Codex Food-Safety Training

FAO has launched a free, self-paced course explaining how international food-safety decisions are built, from identifying hazards to assessing consumer exposure.

Food-safety decisions can affect what appears on labels, how ingredients are evaluated and which hazards regulators monitor. The Food and Agriculture Organization of the United Nations has now added a new course on that process to its Codex e-learning series, giving food-safety professionals and interested readers a structured introduction to risk assessment.

In its official announcement, FAO says the course is called “Risk Assessment in the Framework of Codex”. It is available through the FAO eLearning platform as a free, open-access and self-paced module. The course is currently offered in English only.

What the announcement changes

The new course expands FAO’s existing “Effective participation in Codex work” series. Codex is the international food-standards system jointly supported by FAO and the World Health Organization. Its work helps governments develop food standards intended to protect consumer health and support fair practices in food trade.

That makes the announcement relevant beyond laboratories and government offices. Decisions made through risk assessment can influence how authorities approach contaminants, additives, pesticide residues, veterinary-drug residues and microbiological hazards. The course does not introduce a new consumer warning or change a cooking rule. Instead, it explains the evidence and decision-making structure behind many food-safety policies.

Four steps underpin the course

FAO describes risk assessment as a process that moves through several connected stages. The first is hazard identification: determining which biological, chemical or physical agent could cause harm. This can include a pathogen, a naturally occurring toxin, a contaminant or a substance used during food production.

The next stage is hazard characterization. This examines the nature and seriousness of the possible health effect, including how the amount of exposure may affect the outcome. The process then turns to exposure assessment, which considers how much of the hazard people may encounter, how often they may be exposed and which foods or consumption patterns matter.

The final stage is risk characterization. This combines the available evidence to describe the likelihood and potential severity of harm, while also making uncertainty visible. That last point matters: food-safety decisions are not based on a single test or a simple safe-versus-unsafe label. They depend on the quality of the evidence, the level of exposure and the limits of what is known.

Why the scientific bodies matter

A substantial part of the course explains how Codex Members can request, contribute to and use scientific advice. FAO says learners are introduced to the work of specialist bodies that evaluate different categories of food risk, including assessments of additives and contaminants, pesticide residues and microbiological hazards.

This helps explain why a food-safety announcement may refer to expert evaluations, exposure estimates or international standards rather than to a single laboratory result. Scientific advice informs risk management, while governments and competent authorities decide how that advice should be translated into rules, monitoring programmes or consumer guidance.

What home cooks should take from it

The course is designed for people involved in the scientific and technical aspects of Codex work, so it is not a recipe class or a replacement for household food-safety guidance. Home cooks should still rely on current official instructions for refrigeration, cooking temperatures, allergen controls, recalls and outbreak notices.

Its practical value for everyday food readers is context. When an authority assesses a contaminant in a staple food, reviews a permitted additive or responds to a foodborne outbreak, the underlying question is usually more detailed than whether the food is simply “good” or “bad”. Officials may need to consider how the hazard enters the food chain, how much reaches consumers, which groups are most vulnerable and which control measures are realistic.

That perspective can improve how readers interpret food-safety news. A new assessment is not automatically a recall. A change to a standard is not necessarily evidence that every previous product was unsafe. Conversely, a low general risk does not remove the need for targeted precautions when a product is recalled or when official advice identifies a vulnerable group.

Access, timing and limitations

FAO says the course is modular and requires approximately three hours of self-paced study. Learners who complete the required assessments can receive a digital certification badge. For the fifth course in the series, students complete the first two lessons and then choose one of five specialised sub-lessons to earn a certificate.

The English-only format limits its immediate reach, especially because the earlier courses in the series are available in English, French and Spanish. Even so, the open-access structure makes the material useful for food businesses, students, consumer organisations and journalists who want to understand how international food-safety evidence is assembled.
