FAO and WHO Put Chemical Water Quality on the Food-Safety Agenda
A joint FAO and WHO report offers a practical framework for assessing chemical hazards in agricultural water and explains why food safety increasingly begins before ingredients reach the kitchen.

Food safety is often discussed at the sink, cutting board or stovetop. Yet a new international food-safety update is looking much further upstream: at the water used to grow, raise, clean and process food before it reaches a shop or home kitchen.
In a recent FAO webinar summary, the Food and Agriculture Organization of the United Nations and the World Health Organization presented the findings of a joint report on chemical water quality in agrifood systems. The work is not a product recall or a blanket warning for consumers. It is a risk-prioritisation framework intended to help authorities and food-system stakeholders decide which waterborne hazards need the closest attention.
Why chemical water quality matters
FAO and WHO say water systems are under growing pressure from climate change, population growth and rising demand. As agriculture and other food-production sectors look to alternative or recycled water sources, some supplies may have a lower or uncertain quality. That creates a food-safety question that goes beyond familiar concerns about bacteria and viruses.
The joint work considers chemical hazards that can occur naturally or result from human activity. The organisations identify examples including metals, cyanotoxins, industrial pollutants, pharmaceuticals and legacy persistent organic pollutants. Depending on the contaminant and how water is used, these substances may enter food-production systems and contribute to dietary exposure.
The distinction is important. The report does not say that every alternative water source is unsafe, nor does it suggest that consumers should avoid ordinary tap water or fresh produce. Instead, it addresses a gap in food-safety planning: chemical hazards in agricultural water have received less systematic attention than microbial risks, even as water use becomes more complex.
A three-stage way to rank hazards
The joint FAO/WHO technical document sets out a flexible, science-based process that can be adapted to local conditions:
- First, authorities compile examples of chemical hazards that have been reported in relevant water sources.
- Next, they assess whether those contaminants could be taken up through food-production systems.
- Finally, they evaluate potential dietary exposure so that the most meaningful risks can be prioritised.
This approach is designed to prevent every detected chemical from being treated as an identical threat. It connects the presence of a contaminant with its possible route into food and the amount people may ultimately consume. That gives regulators a clearer basis for deciding where monitoring, treatment or further research will have the greatest value.
The report also highlights why the process cannot be treated as a one-off exercise. New technologies, changing water sources, water reuse and chemical mixtures can create questions that were not covered by older risk assessments. FAO and WHO therefore emphasise foresight and continued adaptation rather than a fixed list of hazards that never changes.
What the update means for home cooks
For households, the most important point is one of proportion. The FAO summary describes the report as a tool for national and regional authorities and for stakeholders in the water and agrifood sectors. It does not introduce a new consumer recall, a new cooking temperature or a household recipe for treating questionable water.
That does not make the announcement irrelevant in the kitchen. It explains why official food alerts, local water notices and information from food-safety agencies matter. A home cook cannot test irrigation water or verify how a commercial ingredient was produced, but they can respond carefully when an authority identifies a specific product, region or water-use restriction. Official notices should be followed as written rather than replaced with guesswork.
The practical kitchen habits remain straightforward: use water that is approved for food preparation, keep raw ingredients separate from ready-to-eat foods, and treat an official recall as a reason not to taste, cook or serve the named product. Washing or cooking should never be used as a reason to ignore a recall notice. The new FAO/WHO framework is aimed at preventing hazards from moving further along the food chain, while household hygiene remains the final everyday layer of protection.
Why this matters now
Water scarcity and circular food systems are pushing producers and authorities to think more carefully about how water is sourced, treated and reused. Reuse can support resilience and reduce pressure on freshwater supplies, but it also requires controls that are appropriate for the intended use. Water suitable for one purpose may not automatically be suitable for another stage of food production.
That is the wider significance of the announcement. Food safety is not only about what happens during cooking; it is also about whether hazards are identified early enough for authorities to manage them before ingredients reach the market. By giving decision-makers a method for ranking chemical risks, FAO and WHO are trying to make that upstream work more consistent and more transparent.
For cooks, the takeaway is calm but useful: there is no new general instruction to stop buying food. The message is that safe food depends on a chain of decisions, from water management and agricultural monitoring to shopping, storage and preparation. Following credible official advice is one of the simplest ways to stay connected to that chain.
