FAO and WHO Put Chemical Water Quality on the Food-Safety Agenda
A joint FAO/WHO report examines chemical hazards in water used across agrifood systems and offers a timely reminder that food safety begins before ingredients reach the kitchen.

A joint FAO/WHO report has brought a less visible part of food safety into focus: the chemical quality of water used across agrifood systems. The work does not announce a consumer recall or declare ordinary tap water unsafe. Instead, it gives authorities and food-sector stakeholders a framework for identifying, ranking and managing chemical risks connected with agricultural water use.
Why water belongs in a food-safety story
Water is involved in much more than drinking. It can support irrigation, livestock production, food processing and cleaning throughout the supply chain. FAO notes that agriculture accounts for more than 70% of freshwater withdrawals, while climate change, population growth and rising demand are putting additional pressure on water supplies. As freshwater becomes harder to secure, food systems may turn to alternative sources whose quality is lower or uncertain.
Microbial hazards in agricultural water have received substantial attention, but the chemical side is less clearly understood. The FAO/WHO work identifies a broad group of possible concerns, including metals, cyanotoxins, industrial pollutants, pharmaceuticals and persistent pollutants that can remain in the environment. The important wording is “potential”: the report is mapping where risks may exist and where more assessment is needed, not claiming that every water source or food product is contaminated.
A screening method, not a blanket warning
The report uses a three-stage prioritization exercise. First, it compiles examples of chemical hazards reported in water sources. Second, it considers how those hazards might be taken up by different food-production systems. Third, it reviews reported exposures from waterborne sources that can enter the diet. This structure helps decision-makers focus scientific and monitoring resources on the hazards most likely to matter.
That approach is useful because chemical safety cannot be reduced to one universal test or one household shortcut. The report also highlights gaps in risk-management guidance and calls for better, more standardized assessment of dietary exposure. Its wider framework is One Health: water scarcity, food security, crop and animal health, environmental protection and human health are treated as connected issues rather than separate problems.

Experts examined mitigation measures, national monitoring strategies, circular water systems and chemical contaminants such as PFAS. The conversation is aimed primarily at public authorities and professionals who manage water and food systems, but it has a clear implication for anyone preparing food at home.
What a home cook can do today
The report is not a do-it-yourself water-treatment guide. Its practical lesson is more straightforward: know whether the water used for food preparation is officially considered suitable, and follow local instructions when that status changes.
- Use water from a supply approved for food preparation. That includes water used to wash produce, make ice, dilute drinks, soak ingredients or cook. If a local authority issues a water-use notice, treat that notice as the controlling instruction for your kitchen.
- Do not improvise with an alternative source. FAO and WHO specifically point to alternative water sources whose quality may be low or unknown. If a source has not been assessed or approved for the intended use, do not assume that it is suitable simply because it looks clear or has been used before. Use an approved supply until official guidance says otherwise.
- Do not look for a single kitchen shortcut. The FAO/WHO publication focuses on assessment, monitoring and risk management across the food chain. It does not provide a universal boiling, filtering or cooking protocol for chemical contaminants. When an advisory is in force, follow the precise instructions issued by the relevant water or food-safety authority.
These precautions should not be confused with a warning to discard groceries or stop using a normal public water supply. The report is a system-level food-safety update, not evidence of a particular household outbreak. For consumers, the useful distinction is between an official product or water advisory and a scientific report explaining how authorities can improve prevention.
Why the announcement matters now
Water reuse, new production systems and changing environmental conditions are likely to make chemical water assessment more important. The FAO/WHO report gives countries a common way to decide which hazards deserve early attention, while recognizing that the relevant risks can differ by crop, animal, production method and region. It also encourages earlier detection of emerging problems instead of waiting for a confirmed food-safety incident.
For home cooks, the takeaway is modest but important: food safety starts before the shopping bag arrives. Check the status of the water you rely on, keep local advisories in view and avoid treating uncertain water as a harmless ingredient. Better upstream monitoring will do most of the heavy lifting, but informed everyday preparation remains the final practical link between a safe food system and a safe meal.
