New Zealand’s Vibrio outbreaks put year-round shellfish safety in focus

A CDC-hosted study of four New Zealand outbreaks shows why raw and undercooked mussels, oysters and other bivalves deserve careful handling in every season.

Raw shellfish is often treated as a summer-only concern, but a new study published in the CDC-hosted Emerging Infectious Diseases journal shows why that assumption can be misleading. Researchers examined four Vibrio parahaemolyticus outbreaks in New Zealand between 2019 and 2022, finding that illness occurred during both winter and summer and involved several seafood sources.

The study does not describe a current outbreak or suggest that all mussels and oysters are unsafe. Its value is more practical: it shows how changing environmental conditions, different harvesting practices and the choice to eat shellfish raw or undercooked can combine to create food-safety risks. For home cooks, the message is straightforward. Bivalve shellfish should be kept cold, separated from ready-to-eat foods and cooked thoroughly when safety is the priority.

What the researchers found

Vibrio parahaemolyticus is a naturally occurring marine bacterium and one of the most frequently reported causes of bacterial seafoodborne illness worldwide. It is especially associated with raw or undercooked bivalve molluscs such as oysters and mussels because these animals filter seawater and can concentrate bacteria.

The New Zealand investigation identified 182 reported cases during the study period, including 136 people whose infections were confirmed with viable bacterial isolates. The four outbreaks were not identical. One was associated with commercially supplied New Zealand green-lipped mussels, while another involved people collecting wild shellfish themselves. The researchers also identified different bacterial sequence types, suggesting that the outbreaks did not come from a single uniform source.

Timing was another important finding. The outbreaks occurred in both colder and warmer months, challenging the idea that Vibrio risk can be reduced to a simple summer calendar. The authors noted that the summer of 2021–2022 was New Zealand’s fifth warmest on record, with sea-surface temperatures reported as 4°C to 5°C above average. Those conditions may support bacterial growth, but the study presents them as part of a wider environmental picture rather than proof that temperature alone caused every illness.

The report also found that Māori people were disproportionately represented among cases and hospitalisations compared with their share of the population. That finding matters because food-safety advice works best when it reflects local food practices, access to safe seafood and the way communities actually harvest, prepare and share food.

What this means in a home kitchen

The study is epidemiological research, not a cooking experiment. It does not establish a special cooking time for every shellfish species, and it does not replace local recall notices or harvesting closures. For practical handling advice, New Zealand Food Safety recommends the following approach:

  1. Choose cooked shellfish when risk reduction matters. Raw and lightly cooked oysters, mussels and other bivalves can carry Vibrio without looking, smelling or tasting spoiled. People who are young, older, pregnant or immunocompromised should be especially cautious and avoid raw or undercooked shellfish.
  2. Keep shellfish cold from purchase to preparation. Refrigerate it as soon as possible and do not leave it sitting at room temperature while other ingredients are prepared. If shellfish has been self-collected, follow the relevant local harvest warnings and closures before bringing it into the kitchen.
  3. Cook it thoroughly. New Zealand Food Safety advises cooking shellfish to at least 65°C for one minute. Shells should open and the flesh should become firm. If cooked seafood is being reheated, the same guidance advises reaching a core temperature of at least 75°C. A food thermometer is the most reliable way to check temperature, particularly when cooking a large batch.
  4. Prevent cross-contamination. Keep raw shellfish away from salads, bread, sauces and other foods that will not be cooked. Wash hands, knives, boards and utensils after contact with raw seafood, and serve cooked shellfish on a clean plate rather than returning it to the plate used for raw product.

Why the findings matter beyond New Zealand

Seafood moves through long supply chains, and the study shows why a safety system cannot rely only on a fixed seasonal rule. Commercial aquaculture, wild harvesting, water temperature and local eating habits can all affect exposure. The researchers say stronger surveillance, better coordination and locally tailored messages are needed, and New Zealand amended national regulations for commercial shellfish-growing areas in response to the outbreak findings.

For consumers elsewhere, that does not mean treating every shellfish counter as dangerous. It means following the controls that are available where you live: check official recalls and harvest advisories, buy from reputable suppliers, keep seafood chilled and cook bivalves thoroughly if you want the clearest safety margin.

The central lesson is simple but useful: raw shellfish is not made safe by freshness, appearance or the season. Careful refrigeration, clean separation and thorough cooking remain the most dependable kitchen steps while public-health agencies continue monitoring how Vibrio behaves in changing marine environments.
