WHO’s New Arsenic Assessment Puts Rice, Water and Food Preparation in Focus
A new WHO/FAO scientific assessment reviews arsenic in food and clarifies what the findings mean for everyday rice cooking, water safety and informed household choices.

A new scientific monograph from the Joint FAO/WHO Expert Committee on Food Additives (JECFA) brings renewed attention to arsenic in food, including the role of water, processing and preparation. The publication is an evidence review rather than a product recall or a warning against a particular brand of rice.
Listed on the WHO’s JECFA publications page, the assessment examines inorganic arsenic alongside several organic arsenic compounds. It reviews toxicology, human observations, analytical methods, contamination levels in food commodities, dietary exposure estimates and possible prevention and control measures.
Why rice and water matter
Arsenic occurs naturally in the environment, but human activity can also affect its presence in soil and water. The WHO explains that chemical contaminants can enter food through environmental pollution, while scientific risk assessments help regulators establish food-safety standards.
Rice receives particular attention because it is commonly grown in flooded conditions, where plants can take up inorganic arsenic from the soil and irrigation water. Earlier WHO technical material also notes that food preparation and cooking water can contribute to dietary exposure when the water supply is contaminated. These are exposure pathways, not evidence that every rice product or household water supply is unsafe.
The new assessment therefore matters to cooks because it connects a global food-safety question with ordinary kitchen decisions. The quality of the water used to drink, wash ingredients and cook food remains part of the wider food-safety picture.
What the new assessment actually changes
JECFA’s work does not create a universal home-cooking recipe or instruct consumers to remove rice from their diets. Its purpose is to evaluate evidence so that national authorities and international standards bodies can make proportionate decisions. The JECFA scientific database records that the evidence linking inorganic arsenic with cancer has been strengthened and gives a health-based guidance value for non-cancer effects.
That distinction is important. A health-based guidance value is not the same thing as a limit printed on a retail package, and it is not a target that consumers should try to calculate from one meal. Risk depends on the form of arsenic, the amount consumed, body weight, exposure over time and the quality of the underlying data.
Practical points for home cooks
- Use safe water for food preparation. If local health authorities issue an advisory for drinking water, follow the same instructions for washing, soaking and cooking food. Do not assume boiling will remove chemical contaminants.
- Do not treat a single kitchen step as a guarantee. Rinsing rice may be part of normal preparation, but the new assessment does not establish one universal household technique that eliminates arsenic from every rice variety or water supply.
- Pay attention to reliable local guidance. Food-safety decisions depend on regional conditions, including soil, irrigation and drinking-water quality. Local public-health agencies are better placed than a headline to issue advice for a specific area.
- Keep the issue in proportion. The assessment concerns long-term exposure and food-safety systems, not an immediate danger from an ordinary serving. Avoid unverified “detox” claims or expensive products marketed as a substitute for safe water and regulated food controls.
For families who eat rice regularly, variety can be a sensible part of a balanced diet: rotate staples when practical and follow dietary advice from a qualified health professional if a household member has a specific medical or exposure concern. This is a precautionary approach, not a recommendation to avoid rice altogether.
From scientific review to kitchen confidence
The wider WHO programme on assessing chemical risks in food shows how international evidence is translated into standards and public-health decisions. JECFA evaluates the hazard and exposure evidence; governments and food authorities then decide how controls, monitoring and consumer advice should work in practice.
The useful takeaway for cooks is straightforward: arsenic is a real food-safety issue, but it is not solved by panic or by one viral cooking trick. Use safe water, follow local advisories, choose food from regulated sources and treat new scientific assessments as a reason to improve information and oversight. That approach keeps everyday cooking practical while respecting what the evidence can—and cannot—prove.
