WHO’s New Pesticide-Residue Report: What Home Cooks Should—and Should Not—Change
A new WHO publication updates the science behind pesticide-residue limits. Here is what it means for regulators—and what cooks should do with fresh produce today.

The World Health Organization has added a new technical publication on pesticide residues in food to its food-safety library. Dated 27 July 2026, the publication presents toxicological evaluations prepared by the Joint FAO/WHO Meeting on Pesticide Residues (JMPR) after its September 2024 meeting in Rome. For home cooks, the useful news is not a new warning about a particular fruit or vegetable. It is a clearer explanation of how health-based pesticide limits are built—and a reminder that ordinary produce-handling habits still matter.
This is a regulatory science update, not a recall. The WHO volume does not say that supermarket produce is unsafe, and it does not tell households to avoid a named food. It compiles detailed reviews of absorption, distribution, metabolism and excretion, as well as acute and chronic toxicity, carcinogenicity, genotoxicity, reproductive and developmental toxicity, neurotoxicity and immunotoxicity. Those evaluations support the scientific work used to establish or revise health-based guidance values.
What the new publication actually does
Pesticide safety is assessed through exposure, not by assuming that every detectable trace has the same meaning. As WHO explains in its pesticide-residue guidance, JMPR assessments can contribute to acceptable daily intakes (ADIs) and, where appropriate, acute reference doses. Governments and risk managers then use those assessments when setting maximum residue limits (MRLs) for particular pesticide-and-food combinations.
That distinction matters in the kitchen. An MRL is a regulatory limit used to control exposure over a lifetime; it is not a target for growers, a recommended amount for consumers, or a promise that washing removes every chemical. The new publication supports the evidence base behind this system. It does not replace national controls, product labels, recall notices or advice for a specific country.
The report also has a defined scope. It is a toxicological assessment of active substances and their potential health effects, not a household experiment comparing washing methods. It therefore cannot be used to claim that soaking, cooking, peeling or adding an acid makes a particular pesticide harmless. Those are separate questions that require separate evidence.
What cooks should do with fresh produce today
The practical routine remains straightforward. It is primarily a food-hygiene routine, not a guarantee of pesticide removal.
- Start with clean hands and a clean work area. Wash your hands with soap and water before and after preparing fresh produce. Keep knives, boards and counters clean, especially if they have touched raw meat, poultry, seafood or eggs.
- Rinse before cutting or peeling. FDA guidance says to wash produce thoroughly under running water, including items whose skin or rind will not be eaten. This reduces dirt and some bacteria that can otherwise move from the outside to the inside when a knife cuts through the produce.
- Use friction, not kitchen chemicals. Gently rub smooth produce under the tap. For firm skins and rinds, use a clean produce brush. Do not wash fruits or vegetables with soap, detergent, bleach or a commercial produce wash: household cleaners can be absorbed, while the safety and effectiveness of commercial washes are not established by that guidance.
- Trim damage and keep raw foods separate. Cut away bruised or damaged areas and discard produce that is rotten. Keep produce that will be eaten raw away from raw animal foods and from utensils used for them. If one board must do both jobs, wash it with hot, soapy water before preparing ready-to-eat food.
- Dry and chill cut produce. A clean towel or paper towel can remove surface moisture. Refrigerate pre-cut or packaged produce as directed on the label, and keep the refrigerator cold enough for the food you are storing. When a package carries a country-specific safety notice, that notice takes priority over general advice.
These steps address several hazards at once: dirt, microbes on the surface and cross-contamination in the kitchen. They should not be presented as a home test of pesticide levels. Washing can reduce some contamination, but it does not make produce sterile or prove that every residue has been removed.
The takeaway for shoppers
The WHO publication is useful because it shows what happens before a residue limit reaches a national rule: experts review toxicological evidence, identify health-based reference values where possible, and provide material for risk managers and international standard-setting. It is not a signal to panic, and it is not a reason to replace tap water with stronger cleaning products.
For a household, the sensible response is to keep buying a varied diet from reputable sources, follow local food-safety and recall information, and prepare produce carefully. If an authority names a product or lot in a recall, do not rely on washing or cooking to override that instruction. For everything else, the new report reinforces a less dramatic but more useful lesson: food safety decisions depend on evidence, and good kitchen habits remain the part consumers can apply at the sink and cutting board today.
