EFSA’s July 22, 2026 PFAS update explains how exposure reaches food

EFSA’s latest overview identifies the main dietary contributors to PFAS exposure, the groups most exposed through food and the monitoring and legal framework covering these persistent chemicals.

The European Food Safety Authority’s PFAS topic page, last revised on July 22, 2026, puts food exposure to PFAS into a broader context. These persistent, human-made chemicals can reach people through food, consumer products and the environment, so the issue cannot be reduced to a single pan, wrapper or container.

The exposure route is wider than food packaging

PFAS are a large group of manufactured chemicals valued for their resistance to water, grease and stains. EFSA lists non-stick coatings and food packaging among the products in which they are used, alongside water-repellent clothing and firefighting foams. Some pesticide active substances can also belong to the PFAS class.

Food contact is therefore only one possible route. PFAS can be released into the environment from manufacturing facilities, landfills and wastewater treatment plants. Because they are extremely persistent and can resist degradation for long periods, they may build up progressively in water, fish, seafood, plants and animals before entering the food chain.

Migration from food-processing equipment and food packaging is possible, but EFSA says this contribution to human exposure is low compared with other sources. That distinction matters for consumers: the presence of PFAS in a product category does not mean that every item in it represents the same level of exposure. The wider environmental pathway remains central to understanding how these chemicals reach food.

Fish, eggs and children stand out in the dietary data

EFSA identifies fish and eggs as the largest contributors to dietary PFAS exposure. Toddlers and other children are the most exposed groups through food because their reported food intake is higher in relation to body weight.

The agency also reports that parts of the European population exceed the tolerable weekly intake for combined exposure to four PFAS: PFOA, PFOS, PFNA and PFHxS. In 2020, EFSA set that group tolerable weekly intake at 4.4 nanograms per kilogram of body weight per week. The critical health effect used in the assessment was a reduced immune-system response to vaccination.

EFSA describes the exceedance reported in some population segments as a health concern. That figure is a population-risk reference, however, not a claim that every food item contains the same level or that every consumer faces the same exposure. The dietary pattern identified by the agency points to particular attention for children and to foods such as fish and eggs, while the underlying concern involves combined exposure to four chemicals rather than one isolated product.

Monitoring connects food data with legal limits

EFSA says it collects and analyses food-contamination monitoring data with national authorities and other stakeholders, following a European Commission recommendation covering 2022 to 2025. Its annual occurrence-data call invites national food authorities, research institutes, academia, food-business operators and other contributors to submit information.

This makes the practical framework data-led: measured occurrence in food supports risk assessment and helps authorities follow contamination across the food system. It does not turn the monitoring exercise into a risk ranking for individual kitchen products, especially since EFSA says packaging and food-processing equipment make a low contribution compared with other sources.

The European Union already sets maximum levels for PFAS in food under Regulation 2023/915. Alongside those legal limits, the framework combines national monitoring with EFSA’s assessment of dietary exposure. Separately, EFSA and the European Chemicals Agency are working on a joint request to assess the fate and behaviour of trifluoroacetic acid in soil and water.

For consumers, the useful conclusion is proportionate. PFAS exposure through food is a documented concern, with fish and eggs identified as leading dietary contributors and environmental accumulation shaping how these chemicals enter the food chain. The evidence supports continued surveillance and attention to groups with higher exposure, but it does not support treating every non-stick coating or food package as an equal source of risk.
