EFSA warns that undercooked beans can pose a lectin risk

EFSA says undercooked pulses can expose consumers to harmful lectins. Here is the verified soak-and-boil method for safer beans.

The European Food Safety Authority (EFSA) says undercooked beans and other pulses can expose consumers to a health risk from plant lectins. In an assessment published on 28 January 2026, the agency turns a technical food-safety question into a kitchen instruction that is easy to check: soak pulses, change the water, then boil them thoroughly until they are soft.

The announcement is relevant to anyone cooking dried beans from scratch, especially when a recipe encourages a short simmer or a firm, minimally cooked texture. EFSA is not issuing a product recall and is not saying that properly processed and prepared pulses are unsafe. Its concern is the specific situation in which beans are not cooked enough and a substantial amount of active lectin remains.

What EFSA assessed

Lectins are proteins found naturally in many plants, including legumes, grains and vegetables. Most lectins are harmless, but some lectins in raw or undercooked pulses can cause gastrointestinal symptoms and immune effects. EFSA focused its assessment on phytohaemagglutinin, or PHA, a lectin found in beans that the agency describes as the most toxic lectin in commonly consumed edible plants.

EFSA assessed the potential harm from PHA alongside consumer exposure. Its conclusion is deliberately narrow: an acute exposure scenario involving beans that have not been cooked enough represents a health concern for all age groups. Reported symptoms linked to raw or undercooked pulses include nausea, vomiting, abdominal pain and diarrhoea.

That finding does not mean every bean dish presents the same risk. EFSA says that properly processed and prepared pulses do not pose a risk related to lectins. The practical question is therefore not whether beans are healthy or unhealthy in general; it is whether the preparation method has provided enough soaking and boiling to deactivate the relevant lectins.

The method EFSA recommends

For pulses that require cooking, EFSA gives a sequence rather than a vague instruction to cook them well. The agency says the most effective way to reduce the majority of lectins is to:

  1. Soak the pulses in water for 6–12 hours. Let them soften during the soak. This is a preparation stage, not a replacement for cooking.
  2. Change the water. Drain the soaking water and use fresh water for the cooking stage.
  3. Boil for at least 30 minutes at 100°C (212°F). The boil is the heat treatment EFSA identifies for deactivating most of the lectins of concern.
  4. Continue cooking until the pulses are soft. EFSA notes that preparation times depend on the variety, so a 30-minute minimum is not a universal finish line. Firmness is a useful signal that more cooking is needed.

This is a useful distinction for home cooks: the clock is part of the method, but it is not the only check. If the beans remain hard after the minimum boiling time, keep cooking them rather than treating the timer as proof that they are ready. Use enough water to keep the pulses covered and maintain a real boil, while taking ordinary precautions around hot water and steam.

Why a quick shortcut is not equivalent

EFSA specifically says that other home methods, including steaming, microwaving and roasting, are less effective at reducing the majority of lectins. That does not turn every use of those appliances into a food-safety incident, but it does mean they should not be treated as interchangeable substitutes for the soak-and-boil sequence when working with pulses that need cooking.

The same caution applies to recipes that deliberately leave beans crisp or only briefly heated. Texture preferences are a quality choice; they should not override the preparation step required to make the pulses safe. When a method, appliance or recipe gives a shorter time than the one on the package, compare the instructions and choose the process that fully cooks the pulses.

What the update means today

EFSA’s assessment was requested by the European Commission after foodborne illnesses had been linked to raw or undercooked pulses. The agency says the Commission and EU member states will consider measures to inform and protect consumers, while its scientific opinion also identifies gaps where more data is needed. Those next steps concern public authorities, but the household action is already clear.

For a bean-based meal, plan the soak rather than improvising it at the stove. Change the water, boil the pulses for at least half an hour at 100°C, and keep cooking until they are soft. Do not rely on roasting, microwaving or steaming as a like-for-like replacement for boiling. If symptoms follow the consumption of raw or undercooked pulses, seek appropriate medical advice.

The takeaway is practical and limited: dried pulses need a complete preparation process. EFSA’s January announcement gives cooks a measurable baseline for that process, while also making clear that cooking time varies by variety and that properly prepared pulses are not the concern.
