EU Histamine Report Puts Fish Cold-Chain Controls in Focus

A new European Commission overview finds that histamine controls are in place across the EU, but gaps in training and procedure still matter for fish safety.

Fish safety got a new reality check in late June 2026, when the European Commission published an overview of how EU countries control histamine in fishery products. The report is not a product recall. It is a review of official inspections, sampling and laboratory testing across the 27 Member States, with a practical message for anyone who buys and cooks seafood: the cold chain still matters long before fish reaches the pan.

The Commission’s official news item says histamine toxicity, also known as scombroid poisoning, is associated with inadequate temperature control during the handling, storage, transport and distribution of fish. The accompanying overview report focuses on species naturally rich in histidine, including tuna, mackerel, sardines, herrings, anchovies and mahi-mahi.

Why histamine is different from ordinary spoilage

Histamine is a biogenic amine that can form when particular bacteria act on histidine in fish muscle. Warmer conditions and delayed cooling can accelerate that process. The report describes symptoms of scombroid poisoning such as flushing, headaches and gastrointestinal distress, and notes that cases occur regularly, with some requiring hospitalisation.

The important distinction is that histamine is not simply a sign that can be reliably removed by cooking. The report specifically notes that some food businesses are not fully aware that histamine is not eliminated by later production steps once it has formed. In practical terms, a hot pan should not be treated as a rescue measure for fish that has already been mishandled.

Controls exist, but they are not equally consistent

All 27 Member States reported official controls for fish with a high histidine content. Those controls are intended to check whether businesses identify histamine as a hazard in their HACCP procedures, maintain suitable temperatures and carry out appropriate sampling and testing. The controls are supported by designated laboratories, which are accredited in most cases.

However, the Commission found gaps. Some countries reported weaknesses in staff training, while others apply different procedures through multiple local authorities. The report says five Member States had provided no histamine-related training to control staff, and three reported that fewer than 20% of relevant staff had received such training. Nine countries could not provide a percentage.

The report also identifies technical variation. Around half of Member States use the EU reference method, while others use alternative methods validated through international protocols. The EU permits that flexibility, but the Commission found no harmonised criteria across Member States for accepting every alternative validation approach. The result is a system that broadly covers the risk but does not always apply it with the same level of consistency.

What this means when buying fish

For home cooks, the clearest takeaway is to treat temperature control as part of food quality, not as a detail left to the kitchen. Choose seafood from a retailer that keeps it properly chilled, make it one of the last items placed in your basket, and move it promptly into cold storage at home. Keep raw fish contained so that juices cannot reach ready-to-eat food, and use clean boards, knives and containers during preparation.

Be particularly careful with tuna, mackerel, sardines, anchovies and related species identified in the report. Follow the storage instructions on the package, keep fish cold during transport, and avoid leaving it warming on a counter while other ingredients are prepared. Thaw frozen seafood under controlled conditions rather than allowing it to sit at room temperature. If the product has clearly been stored warm or its packaging is leaking or damaged, do not try to solve the problem with extra cooking; ask the retailer for advice.

Fresh-looking tuna is not proof of safe handling

One of the report’s more troubling findings concerns practices that can make fish appear fresher than it is. The Commission describes cases involving unauthorised treatments that affected the colour of tuna, including practices intended to stabilise its red appearance or extend its marketability. That matters in the kitchen because colour alone cannot establish that the cold chain was maintained.

A bright-looking fillet can still have a temperature-control history that the shopper cannot see. Buy from a trusted source, keep the product cold and use smell, packaging condition and seller information as part of a wider judgement rather than relying on colour alone.

The next step is better consistency

The Commission presents the report as a basis for discussion with Member States rather than announcing a single new consumer rule. Its priorities are clearer training, more consistent implementation of sampling plans and better alignment around laboratory methods. Ireland, Spain and Portugal are highlighted for incorporating the relevant histamine-control elements into procedures and training, with 90% to 100% of inspection staff formally trained on the required aspects.

For cooks, the conclusion is straightforward: food safety begins with a reliable cold chain, continues through clean preparation and ends with proper cooking. Cooking is important, but it cannot compensate for fish that has already been exposed to conditions that allow histamine to form.
