FAO asks how future foods can be made safe before they reach the plate
A new FAO Q&A examines the safety questions raised by cultivated foods, precision fermentation, alternative proteins and next-generation packaging.

Food innovation is moving quickly, but the safety questions around new ingredients and production methods cannot be left until the end of the process. In a new Q&A published by the Food and Agriculture Organization of the United Nations for World Food Safety Day 2026, specialists from FAO and Imperial College London examine how emerging foods should be assessed before they reach consumers.
The discussion covers cell-based foods, precision fermentation, alternative proteins and nano-enhanced food packaging. It is not a product approval or a prediction about which foods will appear on supermarket shelves. Instead, it explains why the way a food is produced can change the safety questions regulators, scientists and manufacturers need to answer.
Why new foods require new safety questions
Traditional food safety controls are built around known ingredients, established processes and familiar patterns of consumption. New production systems can alter each of those assumptions. FAO food safety specialist Maura Di Martino told the organisation that emerging ingredients and processes may introduce novel allergens or create new pathways for contaminants to enter the food chain.
The assessment therefore needs to look beyond the ingredient itself. Relevant evidence can include the production organism, feedstock or substrate, processing conditions, ingredient composition, nutritional quality, allergenicity, contaminant levels, microbial stability and shelf life. It also needs to consider what happens after production: storage, transport, preparation and consumption can all affect exposure.
That broader approach matters in practical terms. A food that appears stable in a controlled laboratory environment may behave differently when production is scaled up. Changes in fermentation conditions, downstream processing, waste streams or packaging can affect consistency and microbial control. The FAO Q&A argues that safety should be built into innovation from the earliest stages rather than treated as a final check before market entry.
Alternative proteins could bring benefits, but not automatic guarantees
The experts also describe potential benefits. More controlled production environments could improve consistency and traceability. Some alternative systems may reduce exposure to hazards associated with conventional production, while cultivated meat could potentially lower certain contamination risks linked to conventional meat-processing environments, including those involving Salmonella or Listeria.
Those are opportunities, not guarantees. New biomass, ingredients, production strains and processing methods still require careful evaluation. The questions include whether an ingredient can trigger an allergy, how contaminants might form, how long the product remains stable, and how reliably safety controls work during manufacturing and distribution.
Rodrigo Ledesma-Amaro, Professor of Bioengineering and Director of the Bezos Centre for Sustainable Protein at Imperial College London, emphasises that useful evidence must connect biological design with real-world use. Testing only whether a product is safe under controlled conditions is not enough; researchers also need to understand how it performs at scale and how people will store, prepare and consume it.
Foresight moves food safety upstream
The Q&A highlights the role of foresight: looking for early signs of change before a new risk becomes widespread. FAO’s Food Safety Foresight programme combines information from scientific publications, policy documents, surveillance, consumption data and other sources to identify emerging hazards and opportunities.
This is especially important because food systems are changing at the same time as climate conditions, trade routes and consumer habits. A new ingredient may be produced in a different region, used in a different type of recipe or consumed by people with different dietary needs. Risk assessment has to keep pace with those changes rather than relying only on historical data.
Foresight is also intended to identify positive possibilities. A more controlled process could make some parts of the food chain more predictable, while diversified supply chains may reduce dependence on climate-sensitive or vulnerable production systems. The central question is not whether innovation is good or bad, but which evidence is needed to make it safe, useful and accessible.
What this means for people who cook and shop
For home cooks, the immediate takeaway is not that every unfamiliar food is dangerous or that every new technology is automatically safer. It is to treat unfamiliar ingredients as a reason to check the information provided with care.
- Identify what the product actually contains and how it was produced.
- Check the label for declared allergens and follow the stated storage and preparation instructions.
- Do not assume that a new ingredient can be stored, reheated or substituted in exactly the same way as a familiar one.
- Look for clear information about how safety has been assessed, especially when a product makes claims about sustainability, nutrition or novel production methods.
- Separate confirmed safety information from marketing language, speculation or social-media claims.
These checks are particularly useful as alternative proteins, fermented ingredients and new packaging formats become more visible. They also reflect the communication standard proposed in the FAO discussion: explain what is being produced, how safety is assessed, what benefits are being pursued and what uncertainties remain.
Trust depends on transparency
FAO’s Q&A places public communication alongside laboratory science and regulation. People need enough information to understand unfamiliar foods without being pushed toward either hype or fear. That means acknowledging uncertainty when evidence is still developing and explaining what controls are in place.
The same principle applies globally. FAO notes that low- and middle-income countries may face particular challenges in accessing the expertise, technology and regulatory systems needed to evaluate rapidly changing food innovations. Any future food system that aims to improve food security must therefore consider safety, affordability, inclusion and resilience together.
The World Food Safety Day 2026 theme is From burden to solutions – safe food everywhere. The FAO Q&A gives that theme a practical direction: safer food innovation begins before a product reaches the kitchen, but it earns public trust only when the evidence remains clear all the way to the plate.
