FAO’s arsenic review puts rice safety back in the spotlight
A FAO summary of JECFA’s updated arsenic assessment clarifies what the science covers—and what home cooks should not infer from it.

On 28 October 2025, the Food and Agriculture Organization published the key conclusions from the 101st meeting of the Joint FAO/WHO Expert Committee on Food Additives. The committee re-evaluated the food-safety risks of several inorganic and organic arsenic species using updated toxicological, occurrence and dietary-exposure data.
Arsenic is not a new kitchen problem, and this announcement is not a recall. It is a scientific update intended to help regulators and international standards bodies decide how contamination should be monitored and controlled. For home cooks, the useful message is more measured: the assessment reinforces why food safety decisions should be based on official risk assessments rather than headlines, social-media claims or improvised “detox” cooking advice.
What the JECFA review examined
According to FAO, the committee considered a broad set of evidence, including biochemical and toxicological studies, observations in humans, analytical methods for identifying arsenic species, patterns of contamination in food, dietary exposure, dose–response relationships and the transfer of arsenic from animal feed into food. The review also considered the effects of processing, sampling approaches, and possible prevention and control measures.
That scope matters because “arsenic” is not one single exposure category. The committee looked at inorganic arsenic as well as several small and complex organic species. Different forms can behave differently in the body, so a total number without information about chemical form may not tell the whole food-safety story.
The FAO summary also highlights the growing role of New Approach Methodologies in chemical-safety assessment. These methods can complement established toxicology by bringing together newer laboratory and analytical approaches. They do not turn a scientific review into a consumer test, and they do not mean that a particular product has been found unsafe.
Why rice keeps appearing in the conversation
Rice is central to the arsenic discussion because it can take up arsenic from soil and water more readily than many other crops. The Codex Alimentarius contaminants programme lists a dedicated code of practice for preventing and reducing arsenic contamination in rice. That work is aimed primarily at food-control authorities, growers and the supply chain, rather than at prescribing one universal recipe for households.
This distinction is important. The FAO announcement does not say that all rice is contaminated, that all rice products carry the same risk, or that consumers should stop eating rice. Exposure depends on factors such as the food’s origin, the chemical form present, the amount eaten and the wider dietary pattern. Those are questions for national food-safety authorities and risk managers, who use scientific assessments to set or review applicable controls.
What the announcement means in an ordinary kitchen
There is no new universal home-cooking instruction in the FAO announcement. It does not recommend a single washing ratio, cooking method or soaking time that consumers everywhere should adopt. That limit is worth stating clearly: a scientific review of contamination risks should not be turned into a one-size-fits-all kitchen hack.
- Follow local advice. If a national food-safety or drinking-water authority issues guidance for rice, water or a specific region, use that advice as the controlling instruction.
- Use safe water for cooking. A recipe cannot make water safe when an official advisory says it should not be used for drinking or food preparation.
- Do not rely on appearance. Arsenic contamination is not something a cook can reliably confirm by looking at, smelling or tasting rice.
- Do not treat the review as a recall. The FAO announcement concerns scientific evidence and international risk management, not a named brand, batch or retail withdrawal.
- Check the source before changing your pantry. Look for advice from your national food authority rather than assuming that an online claim applies to every household or every rice product.
For cooks, the practical lesson is therefore one of proportion. Food-safety science often works upstream, through growing conditions, water management, testing, processing controls and standards. By the time rice reaches the kitchen, the most useful consumer action is usually to follow current official guidance for the place where the food and water are being used.
A standards update, not a scare story
JECFA’s role is to evaluate hazards and provide a scientific basis for international food-safety work. FAO’s announcement says the updated arsenic assessment will inform future risk assessment and risk management. The findings may support work on monitoring, standards and prevention, but they are not a verdict on every meal or a reason to invent a new household rule without local evidence.
The bottom line is simple: rice remains a food-safety topic worth watching, especially where arsenic exposure is a recognised local concern. The latest FAO summary adds updated science to that conversation. It does not replace product recalls, national advisories or evidence-based guidance—and it does not turn a complex contaminant assessment into a reason for kitchen panic.
