FAO highlights how risk-based border checks protect everyday food

A new FAO feature from Comoros shows how evidence-led import inspections can focus limited resources on the food shipments most likely to threaten public health.

Food safety at the border is easy to overlook until a shipment reaches a shop, a school kitchen or a family table. A new FAO feature on food inspections in Comoros shows how authorities are moving from broad, reactive checks towards a more targeted system based on documented risk.

The change matters because Comoros imports more than 80% of the food consumed across its three islands. Imported rice, meat and dairy pass through a limited number of entry points, making border inspections an important safeguard before food reaches consumers. FAO’s report follows Hounaidat Abdouroihamane, a sanitary inspector who helped apply this approach to imported chicken wings.

From checking containers to assessing risk

Traditional border inspection can depend heavily on experience and individual judgment. That may help inspectors spot obvious problems, but it is difficult to document, reproduce or expand when staff, time and laboratory capacity are limited.

Risk-based inspection starts with a different question: which consignments present the greatest potential for harm? Inspectors build a profile using factors such as the type of food, its perishability, the importer’s compliance history, the conditions and length of transport, and the quality of traceability documents. Those factors help determine where closer attention, sampling or follow-up is most justified.

In the chicken-wing inspection described by FAO, higher-risk lots received more focused attention. The result was not simply more checking. It was a clearer explanation of why particular shipments needed additional scrutiny and why others could move through the system more efficiently.

Why the approach is relevant beyond Comoros

The Comoros case is local, but the underlying problem is shared by any country that imports food. A border authority cannot examine every carton, pallet or refrigerated container in the same depth. A documented risk model gives inspectors a way to prioritize without treating every shipment as identical.

FAO says the project used the FAO/WHO Food Control System Assessment Tool, which looks across the food-control system rather than treating the border as an isolated checkpoint. That wider view brings customs officials, port authorities, health agencies and commercial bodies into the same chain of responsibility.

This coordination is important because food safety failures do not always stop at one agency. A missing document, a break in temperature control or a weak importer record may only become meaningful when different authorities compare information. Sharing those signals can make it easier to identify non-compliant consignments before they enter normal distribution.

What the news means for everyday cooks

Consumers will not normally see the risk score assigned to an imported shipment, but they benefit when inspection systems are consistent and traceable. The practical lesson is to treat food safety information as a chain that runs from the border to the kitchen, rather than as something that begins only when cooking starts.

  • Pay attention to official recall notices and compare the exact product name, package size, lot information and date before using a recalled item.
  • Keep packaging and traceability details when storing imported or chilled foods, especially if a household member has a higher risk of severe foodborne illness.
  • Do not assume that a product is safe because it looks or smells normal when an official notice identifies a safety concern.

These habits do not replace government controls, but they help households act quickly when authorities identify a problem. They also show why precise product information matters: a recall is only useful if people can match the notice to what is in their refrigerator or pantry.

A practical shift, not a new consumer rule

FAO’s feature does not announce a new cooking temperature, labelling requirement or household procedure. Its significance is institutional. By documenting how inspectors weigh product characteristics, transport conditions, importer history and traceability, the story explains how limited public-health resources can be directed where they are most needed.

The model also creates a basis for learning. If inspections are planned through consistent criteria, authorities can review what they found, update risk profiles and improve future decisions. That makes food control less dependent on memory or isolated observations and more capable of responding to changing trade routes, products and hazards.

For home cooks, the benefit is indirect but concrete: safer food systems are built before ingredients arrive in the kitchen. The Comoros example shows that effective protection is not only about stopping unsafe food. It is also about making sound, explainable decisions early enough to protect consumers while allowing compliant food to move.
