EU Antimicrobial-Resistance Report: What Meat Cooks Should Know

A 9 July European Commission report says EU antimicrobial-resistance monitoring has improved, while border sampling and reporting still need work. Here is the kitchen takeaway.

The European Commission has published a new overview of how European countries monitor antimicrobial resistance (AMR) in bacteria linked to food-producing animals and food. The report is aimed at food-control authorities, not home cooks, but its practical message is clear: stronger surveillance helps identify where resistant bacteria may be circulating, while everyday hygiene and thorough cooking remain the controls available in a domestic kitchen.

Published on 9 July 2026, the Commission’s announcement says the project found progress in the way EU Member States design and implement AMR sampling, laboratory testing and reporting. It also identifies gaps, particularly around sampling imported fresh meat at border control posts and providing enough detail to interpret national results.

What the Commission checked

The project ran from 2023 to 2026. Commission auditors visited nine Member States, while a questionnaire was sent to all Member States as well as Norway and Iceland. The review examined sampling plans, laboratory performance and the reporting of results to the European Food Safety Authority. It compared the current arrangements with the previous 2014–2020 monitoring period.

According to the full P23510 overview report, the overall sampling framework now largely follows EU requirements and produces more comparable data. The current rules include mandatory sampling of imported fresh meat at border control posts, broader monitoring of Campylobacter species and additional laboratory requirements. Whole-genome sequencing can also be used as an alternative to conventional antimicrobial-susceptibility testing in some circumstances.

That progress is important because AMR data is useful only when samples are collected consistently and the results are described accurately. The report says most national laboratory networks performed satisfactorily, but accompanying information about how monitoring was carried out was often not detailed enough. Without that context, a result from one country or retail channel can be difficult to compare with another.

Where the weaknesses remain

The Commission found that monitoring did not always start on time. Four of the nine audited countries did not distribute sampling evenly across the year in at least one year, and ten countries reported delayed starts since 2024. Reasons included late approval of monitoring plans, procurement delays, staff shortages and laboratory-capacity problems.

Border-control sampling was the most significant recurring challenge. The report describes missed eligible consignments, incomplete coverage of approved border posts and difficulties identifying unusual consignments, such as meat arriving from a new country of origin. Those findings do not mean that meat on sale is automatically unsafe. They show where authorities need better systems to make surveillance more representative and easier to interpret.

What AMR means at home

Antimicrobial resistance is a property of microorganisms, not a visible sign on a packet of meat. It is also different from the presence of antibiotic residues. The Commission report is about monitoring bacteria and their susceptibility to medicines; it is not a recall notice, a finding that all meat is contaminated or a reason to change a cooking temperature.

FAO’s foodborne-AMR guidance explains that resistant bacteria can move through food chains, which is why preventing the spread of ordinary foodborne pathogens also helps limit exposure to resistant ones. For home cooks, the response is practical rather than specialised:

  1. Keep raw meat contained. Put packages in a leak-proof bag during transport and store them on a low refrigerator shelf so juices cannot drip onto ready-to-eat food.
  2. Separate preparation. Use a clean board and utensils for salads, bread and cooked food. Wash hands with soap after handling raw meat, and clean work surfaces before preparing anything that will not be cooked.
  3. Cook with a thermometer. For poultry, check the thickest part away from bone and cook to at least 165°F (74°C), following USDA FSIS guidance. Colour, grill marks and texture are not reliable safety tests.
  4. Chill promptly. Refrigerate cooked food within two hours, or sooner in very hot conditions. Thaw meat in the refrigerator, in cold water inside leak-proof packaging or in the microwave; food thawed by the latter two methods should be cooked immediately.

Do not wash raw poultry to make it safer. Rinsing does not destroy bacteria and can spread contaminated droplets around a sink or worktop. Cooking, not washing, is the step that destroys bacteria in the food.

The useful takeaway

The new EU report is a systems check, not a warning that consumers should avoid meat. Its value is that better sampling and clearer reporting can help authorities spot trends earlier and target controls more effectively. At home, the same basic discipline remains the best response: keep raw foods separate, wash hands and surfaces, use a thermometer and refrigerate leftovers quickly.

If an official recall names a product in your kitchen, follow that notice exactly and do not try to make the food safe by cooking it. A recall is product-specific, while the Commission’s AMR report is a review of surveillance systems across the food chain.
