FAO report flags food-safety questions around recycled food-contact materials

A new FAO report examines the chemical-safety questions raised by recycled plastics, bioplastics and other materials used around food, while offering a practical reminder for home kitchens.

— Recycled packaging and plant-based kitchenware are often presented as straightforward sustainability wins. A new report from the Food and Agriculture Organization of the United Nations says the environmental case is only part of the picture: materials that touch food also need careful safety assessment.

In an official announcement, FAO introduced Food safety implications of recycled plastics and alternative food contact materials, a report focused on the risks and knowledge gaps surrounding recycled plastics, bio-based materials and other alternatives. The publication is not a product recall and it does not advise consumers to stop using all recycled packaging. Instead, it examines how these materials should be assessed before they are used with food.

Why food-contact materials matter in everyday cooking

Food-contact materials, or FCMs, are more than the wrappers around groceries. FAO includes packaging, utensils, food-processing equipment, preparation surfaces and transport containers in the category. Every one of these items can influence food safety because a material may transfer substances into food during normal or foreseeable use.

The European Commission describes the same broad category as including containers, kitchenware and tableware. It says FCMs should be sufficiently inert so that their constituents do not harm health or change the food in an unacceptable way. That means the safety question is not simply whether an item is labelled recycled, recyclable, compostable or bio-based. The intended food, contact time and temperature also matter.

The concern is migration, not the word recycled

FAO says its report focuses particularly on the possible migration of intentionally added substances, non-intentionally added substances and unknown compounds into food. Migration is the movement of constituents from a food-contact material into the food. It can be relevant to packaging, reusable containers, utensils and equipment, especially when the material is exposed to heat, fats, acids or repeated use.

Recycling can introduce additional questions because recovered material may have come from different previous uses or waste streams. A recycling process therefore has to be evaluated for its ability to remove or control unwanted substances. A bio-based or renewable material can raise different questions linked to its feedstock, additives, coatings or manufacturing process. FAO presents these as risk-assessment issues, not as proof that one material category is automatically unsafe.

A regulatory picture that is still uneven

One of the report’s central observations is that countries do not yet share a single, unified regulatory framework for recycled food-contact materials and non-synthetic alternatives. FAO says that updating national rules and developing international guidance could help authorities take more consistent decisions and give businesses clearer safety expectations.

That gap matters to consumers because the same sustainability description may not carry the same legal meaning everywhere. A container sold for food contact in one market may have different instructions, restrictions or documentation in another. For home cooks, the practical lesson is to treat the manufacturer’s use instructions as part of the safety information rather than relying on a broad environmental claim.

What the announcement means at home

For a kitchen decision today, four checks are useful:

  1. Look for a clear indication that the item is intended for food contact, such as a food-contact statement or the appropriate symbol.
  2. Read the conditions of use. Check whether the item is suitable for hot food, freezing, microwaving, oven use, acidic foods or fatty foods.
  3. Use packaging and containers only for the purpose described by the manufacturer. A recyclable package is not automatically a reusable cooking vessel.
  4. If the instructions are missing or unclear, choose a container whose food use and temperature limits are clearly stated instead of guessing.

These checks do not replace official rules or a product-specific safety assessment. They simply keep the material within its intended use. The European Commission’s current food-contact guidance explains that EU rules cover authorised substances, conditions of use, migration limits, traceability and good manufacturing practices. Those requirements apply to products placed on the EU market; other regions may use different systems.

Why the report is timely

FAO launched the report through its Food Safety Foresight Programme, which looks at emerging issues before they become established food-system problems. During a related webinar, experts from Health Canada, the United States Food and Drug Administration, the European Commission, Japan’s Consumer Affairs Agency and the Codex Secretariat discussed recycling processes, possible chemical contamination and the challenges created by alternative materials.

That international discussion is important because food packaging and kitchen equipment move through global supply chains. A common approach could make it easier to identify hazards, compare evidence and respond when a material does not perform safely in its intended use.

The announcement leaves consumers with a balanced message. Recycled plastics and renewable materials may support sustainability goals, but a greener label is not a substitute for food-contact safety. When choosing a container, wrapper or utensil, check what it is made for, follow its stated limits and avoid assuming that a material is safe for every cooking or storage task.
